This policy will be enabled through corporate standards and appropriate group, division and/or site policies and management plans that establish objectives and targets. Implementation will be achieved through management and organizational commitment, allocation of sufficient human and capital resources, and rigorous measurement and corrective action systems.
Our vision is for FMC to be recognized as a leading safety performer by our employees, our customers, the local communities in which we operate, and our peer companies.
In endeavoring to achieve this vision, we will manage our safety journey in a manner that:

The Worldwide Standards on Health, Safety, Security and the Environment (HSSE) have been developed in support of FMC’s Worldwide Policy on HSSE. These Standards apply to all FMC operations worldwide, including joint ventures where FMC has operational responsibility and/or control. Joint ventures in which FMC does not possess operational responsibility or control will be encouraged by FMC to operate to these or a similar set of HSSE standards.
All FMC employees are responsible for assuring that their activities conform to these Standards. These Standards provide the framework for FMC’s HSSE Management Systems and are intended to assure that company activities fully conform to the requirements of FMC’s worldwide Responsible Care Program1。
1. Leadership and Accountability:Corporate, business and site management will visibly demonstrate their commitment to protecting the health and safety of employees and the public, as well as protection of the environment through policy, allocation of resources and systems of accountability. Subsidiary companies and sites will establish local policies, management plans and procedures as necessary to implement corporate HSSE Policy2 and Standards. Continual improvement of our health, safety and environmental performance will be an integral part of every business plan.
2. HSSE Communications: Each site will communicate openly with employees on HSSE performance and concerns. The site will strive to maintain a positive relationship with its local community, including appropriate communications describing the nature of its operations and the hazardous materials manufactured or handled at the site. Appropriate to the circumstances, each site will proactively work with local agencies, authorities and the public to address the potential risk or perceived risk posed by our products and activities.
3. HSSE Laws and Regulations:Business and site management will make best efforts to assure that all personnel understand and comply with all HSSE laws, regulations and ordinances relevant to their operations and activities. Every business unit and site will maintain all necessary permits, licenses and other approvals or registrations in current and operative status.
4. HSSE Documents and Records:Corporate, business and site management will maintain all documents and data needed to manage operations and demonstrate compliance with these standards in accordance with FMC's Records Retention Policy.
5. Awareness and Training: Business and site management will make best efforts to assure that all employees receive HSSE training appropriate for their job duties that will include HSSE awareness, FMC's policies and standards, compliance requirements and the management of HSSE risks.
6. Hazard Control and Risk Management: Business and site management will identify the hazards and risks posed by FMC facilities and operations, and toll manufacturing using technology supplied by FMC. Each business will endeavor to eliminate or manage risks and hazards in a manner that reduces to the extent feasible impacts on the health and safety of employees, the local community or the environment.
7. Facilities and Processes:Business management will make best efforts to assure that processes, plant and equipment are designed, constructed, maintained and operated to be protective of the health and safety of workers, the public and the environment. Each business will incorporate appropriate HSSE considerations into facility planning and design, operation and maintenance, shutdown and decommissioning to reduce to the extent feasible HSSE impacts and liability and maximize the salvage value of company assets.
8. Management of Change: Business and site management will make best efforts to assure that proposed changes to raw materials, products, processes, operations and procedures, as well as key personnel, are first evaluated to maintain or enhance HSSE performance.
9. Emergency Planning and Management: Business and site management will have plans in place to address emergencies that may result from fire, serious injury, natural disaster, process upset, environmental release or third-party intervention in any FMC activities. Internal and external resources, with clearly defined lines of authority and communication, will be identified, documented and included in all planning and training exercises.
10. Security:Business and line management will implement procedures, systems and facilities to protect FMC employees, assets, intellectual property and product integrity; as well as the safety and health of the communities in which we operate and markets we serve. Management will take appropriate precautionary measures to protect FMC from both internal and external threats while complying with requirements of the regulatory authorities.
11. Incident Investigation: Site management will fully investigate major incidents——including near misses and other incidents having the potential to escalate into major incidents—— that resulted or could have resulted in significant consequences on employees, the local community, the environment or physical plant facilities. All investigations will be conducted and documented promptly following the incident and will identify the immediate and root causes of each incident. The site will implement corrective actions to prevent recurrence of the incident, and will document such corrective actions.
12. Contractor Management: Site management will review contract services to ensure that they are protective of human health and safety, the environment and physical assets. Contractors working on FMC sites will perform their tasks in accordance with FMC HSSE standards. Off-site contract services (e.g., toll manufacturing, trans- loading, warehousing, waste treatment) will be held to appropriately high standards of HSSE performance.
13. Product Stewardship: Business management will incorporate appropriate health, safety and environmental considerations into all stages of each product's life cycle, including design and development, manufacture/formulation, distribution, storage, end use and final disposal. The company will communicate information on product hazards and safe handling practices relevant to the needs of our stakeholders.
14. Sustainable Development: Business and site management will strive to assure that the company’s activities “will meet the needs of the present without compromising the ability of future generations to meet their own needs. ”3 We will make best efforts to assure that our activities and products do not have long-term adverse impacts on employee or public health and safety, or the environment.
15. HSSE Assessment and Improvement: Business and site management will periodically assess its HSSE management systems, HSSE performance, conformance to FMC HSSE Standards and compliance with all legal and regulatory requirements. This evaluation will be periodically conducted to drive continual improvement of HSSE performance and will be formally documented.
